fix(niri): set wallpaper when waybar is enabled

Previously setting wallpaper and starting xwayland-satellite was foiled
by an incorrect order precedence. Namely, rather than

    if cond then foo else bar ++ baz

being understood as

    (if cond then foo else bar) ++ baz

it was understood as

    if cond then foo else (bar ++ baz)

This caused the background to be a plain grey when waybar was enabled
